  • Jessica Mullins is part of the founding leadership team for Impact Residential Development a national affordable housing development team. Jessica is responsible for growing the development pipeline of multifamily new construction assets across the country.
  • Jessica is also the owner of multiple companies. She is the long-time owner of Lapstone a MWBE family of companies that focus on real estate advisory and investment. Jessica also has ownership in Particle Pro Electric, a Texas based residential electrical contracting firm.
  • Jessica brings over two decades of experience as a banker, strategic consultant, community impact leader, and multifamily developer.
  • Ms. Mullins brings with a wealth of experience in commercial real estate, finance and community and economic development.
  • Prior to joining Impact in 2021, Ms. Mullins was a development director for Kittle Property Group, a leading national LIHTC developer. Additionally, she lead affordable housing development for a Houston-based non-profit, secured multi-million dollar real estate client contracts at Jones Lang LaSalle, and underwrote over $10 billion in multifamily transactions while at JP Morgan Chase.
  • Ms. Mullins brings a broad base of skill in facilitating public private partnerships.
  • She has provided community focused investments, grants and lending to community development corporations and community development financial institutions.
    She has provided advisory services as a strategic consultant to cities, counties and higher education institutions to help them navigate the politics, complex laws, regulations and policies that affect government real estate.
  • Ms. Mullins specializes in providing innovative transaction structures while coordinating comprehensive community outreach programs across the country to assist with the creation of affordable housing and catalyzing economic development.
  • A graduate of the University of Texas at Austin, Jessica is based in Houston.
